A Bill for an Act to allow the public to be
active in the subreddit
1 Short Title

This Act may be cited as the AustraliaSim Parliamentary Consultative Body Act
2017.

2 Commencement

This Act commences immediately after receiving Royal Assent.

3 Objects

The purpose of this bill is to engage all members of the sim regardless of
whether they are elected representatives or not. This bill will allow members
and ministers to develop more comprehensive policy with the assistance of
citizen experts.

4 Definitions

Commission: A commission will be a permanent or semi permanent body
designed to provide standing legislative or policy advice on one specific area of
focus. Any member of Parliament may request assistance from the commission,
to be granted at the chairperson’s discretion.
Committee: A committee will be a temporary body created for the purpose of
researching and providing legislation for one specific topic, to be disbanded
upon submission of a final report or recommended legislation. Committees will
have a finite duration as stipulated in the chairperson’s motion, which may be
extended via a further motion to the chairperson’s respective house of
Parliament.
Consultative body: A body established by an MP or Senator under this Act.

5 Establishment of a consultative body

Any member of Parliament or Senator may establish a parliament commission or
committee through successful passage of a motion through their respective house
of Parliament. It does not need bicameral approval.

To stipulate these motions, the member must stipulate:
       i. The nature of the body (committee or commission)
       ii. The name of the body
       iii. The formally defined scope of the body
       iv. The expected deliverables of the body
       v. The deadline of the body, if a committee
Once approved, the member may immediately assume their role as chairperson
and begin recruitment for the body.

Any consultative body may be disbanded immediately upon passage of a motion
of the house in which it originated.

6 Membership

The membership of the committee must consist of between 3–6 members, not
including the chairperson, with no more than two members from any one political
party.


The chairperson must, within 3 days of the establishment of the body, must
advertise for applications of membership on the official AusSim page. The
chairperson may add or remove members of the body at any time at their
discretion. However, the member of the body may appeal their rejection or
removal to the courts, who will use the following criteria to determine whether
reinstatement or acceptance must be forced. Valid reasons to exclude another
member include:
      i. Maximum number of members already reached
      ii. The body has already reached a conclusion or is nearing disbandment
      iii. The applicant has demonstrated a severe lack of understanding or
      expertise in the subject
      iv. The chairperson can prove on the balance of probability that the
      applicant would detract from the efficiency of the body

7 Scope

The body must be given a scope in its founding motion to which is must adhere.
This scope may include the specific deliverables it must provide, or a detailed
policy area it must advise on. Any legislation or policy recommendations
provided, outside of the scope, must be discarded from Parliamentary
proceedings or discussion.
