A Bill for an Act to alter the AustraliaSim Constitution to improve the good governance of Australia, and for related purposes.
THE PARLIAMENT OF AUSTRALIA ENACTS, WITH THE APPROVAL OF THE ELECTORS, AND OF THE GOVERNOR GENERAL OR TWO JUSTICES, AS REQUIRED BY THE AUSTRALIASIM CONSTITUTION:
1. Short Title
This Act may be cited as the Constitutional Alteration (Omnibus) Act 2017
2. Commencement
This Act commences on the date this receives the Royal Assent, subject to the approval of the electors, and of the Governor General or two Justices, as required by the AustraliaSim Constitution.
3. Schedule(s)
Legislation that is specified in a Schedule to this Act is amended or repealed as set out in the applicable items in the Schedule concerned, and any other item in a Schedule to this Act has effect according to its terms.
1. In Section 11
After the first sentence, insert the following:
The total number of members must be an odd number.
2. Section 12
Repeal the section, insert the following:
*The rights and responsibilities of the Speaker are similar to the President. However the Speaker shall only have a casting vote in the event of a tie, for questions arising in the House of Representatives, if the number of Members is 21 or greater. Otherwise, the Speaker may vote regardless of whether there is a tie or not.
3. Section 14
Repeal the section, insert the following:
The Governor-General or the Judiciary may elect a Clerk of Parliament to serve in the House of Representatives, the Senate or both.
4. Section 16
Repeal the section.
5. In Section 20
(1) After 'chaired by the Speaker', insert the following:
'', President of the Senate, or a deputy of the Speaker or the President'
(2) Delete '8pm and 11am Canberra time', insert '6pm and 11pm Canberra time'.
(3) Delete '18', insert '24'.
6. In Section 24
Repeal the first paragraph, insert the following:
This document may only be modified through a bill passed through Parliament and approved by the electors in a nationwide referendum to be held no less than two weeks after the passage of the bill.
